Like driving through a garbage dump

I have been out of Bakersfield for several months and just returned last week. Last Sunday, I drove south on Highway 99 from Brundage Lane to Taft Highway. I thought I was driving through a garbage dump. I don't think I have ever seen more trash on a highway. All I could think of was just a few years back, we earned the title of "All-America City," What happened? Don't we have a program to use inmates to get some fresh air and do something useful like cleaning the highways? I would have to say that it would be embarrassing to have someone visit me from out of town and see this lack of pride.
