Will licenses really help?

On Jan. 28, The Californian published a Sacramento Bee article about a bill to give driver's licenses to anyone regardless of immigration status ("Supporters of immigrant driver's licenses hopeful"). It quoted a statement from the California Department of Motor Vehicles that unlicensed drivers are three times more likely to cause fatal crashes.
Do they honestly think that giving someone a driver's license will save them from an accident? This is one of the most ridiculous statements to come out of anyone's mouth. I am not in favor of giving undocumented immigrants licenses. Assembly Bill 60 would also give these people the right to use their driver's license to board airplanes and apply for public benefits.
If this bill passes, there should be a clause in it that states they should have to take an extensive driving test to prove they know California's driving laws and that they can operate a vehicle safely. Hopefully, this bill will be defeated.
