Regarding a letter in the Sept. 18 Californian ("Hey Caltrans, fix this"): We have the same problem on Highway 204 along Golden State Frontage Road.
There was a fire and now we have dead oleanders, which need to be replaced or at least cut down. There's ice plant that needs to be trimmed, as it is growing into the street.
We also have an abandoned power pole which needs to be removed. We called PG&E and they said since it's on Caltrans property, it's their responsibility. Needless to say, it's still there after contacting them. I feel the letter writer's pain.
