Has GOP whip lost his sting?

I was shocked to hear that Congress failed to secure passage of much needed federal aid for the victims of Superstorm Sandy. As a constituent of Rep. Kevin McCarthy, I would like to know why he let this happen. He is the Republican majority whip and he could not secure the votes to get this passed? This is his job. I am beginning to wonder how effective McCarthy really is. Let's hope that if Kern County were as unfortunate as to face a natural disaster that he would do a little more to help us.
