A couple of dumb questions

Occasionally, I have been known to ask some dumb questions. Since I have that reputation, I might as well support it with a couple more.
* If indeed the Republicans in Washington wanted to defeat President Obama from the start, and if they decided to do this by preventing him from getting his economic policies in place, does that mean that they were afraid that his economic policies would be successful?
* A very conservative friend was informing me about the perils of Obamacare. One of her comments was that she could foresee the 15-member board of unelected professionals (the death panel) disallowing or rationing lifesaving heart care for her if she ever needed it. In thinking about this, the question came to mind: Isn't that what health insurance carriers are doing now?
I hope somebody will have an answer for me.
