Outsource road project

I have a complaint with the city of Bakersfield or the county of Kern or whoever is in charge of the road project at the west side of Panama Lane and Highway 99.
The contractor digs both sides of the road up and then leaves it for weeks, making traffic a nightmare, just like they did on the White Lane overpass on the 99. Whoever is in charge of this fiasco has little or no knowledge of construction. A little tip from an old fool would be to let Granite Construction handle the job and fire the fool in charge now, and do the work preferably at night. What a joke.
