Barbara Wooley, mother of Neil Lindo, talks about her son after he is arraigned on Tuesday afternoon. She says that he is bipolar and was likely not taking his medication at the time of the incident in which he is accused of setting fire to his apartment after pepper spraying a cop.

Barbara Wooley said her son's not the same when he's off his medication.

She said her son, Neil Lindo, suffers from bipolar disorder and breaks things and gets in trouble when he doesn't manage it properly. He was off his medication, Wooley said, when he was arrested Sunday.

Bakersfield police reported Lindo, 31, pepper sprayed an officer, barricaded himself inside his apartment in the 2000 block of F Street, threatened to kill anyone who tried to enter and then set the place on fire. Police had responded to Lindo's apartment when a neighbor complained water was running from Lindo's apartment into the neighbor's.

Lindo pleaded not guilty Tuesday to charges of arson, vandalism, resisting an officer and threatening with the intent to terrorize.

Wooley, who attended her son's arraignment, said her first thought upon hearing of Sunday's incident was "Is (Lindo) OK?" Then she thought about the people who have been displaced by Lindo's actions.

"I feel bad for those people and I wish something could have been done earlier," she said.

Lindo began experiencing psychotic episodes in his early 20s and was in and out of trouble, Wooley said. He'd recently left a treatment program and she'd been concerned about him.

Lindo's next hearing is Sept. 24.
