At 9 a.m. Wednesday, the Bakersfield Police Department held its annual awards ceremony.
The 2012 Civilian of the Year Award was presented to Jeff Cecil, a crime lab technician who has worked numerous crime scenes, including more than 100 homicides and shootings.
The 2012 Dispatcher of the Year Award was presented to Brandy Watts, who was described as approaching "each call with enthusiasm and excitement and strives to ensure the callers feel heard and understood."
The 2012 Officer of the Year Award was presented to Officer Paul Bender, who led investigations which resulted in the seizure of numerous guns and who "has distinguished himself as a mature, thorough and proactive police officer."
There were two recipients of the 2012 Detective of the Year Award: Detective Rick Dossey and Detective Todd Brown. Dossey, who is assigned to the Crimes Against Persons Detail, has "conducted several high profile investigations," many of which were solved by arrest or the issuance of a warrant.
Detective Dossey continues to demonstrate his "leadership capabilities by providing training to new detectives."
Officers Jesse Perez and Brady Barber were both awarded the Medal of Valor for their heroic actions when they arrived at the scene of a May 2012 crash. The officers pulled the driver from a burning vehicle.
