Parts of downtown, central and east Bakersfield were without power for 30 minutes starting at about 3:30 p.m. Thursday.
According to Katie Harlan, a spokeswoman for PG&E, about 24,501 customers were without power. PG&E was conducting a test on a location downtown when an equipment failure caused the outage.
Electricity was restored by 4 p.m.
