CHP identifies woman whose leg was severed

A female truck driver whose leg was severed when it was run over by a big-rig Wednesday afternoon was identified by California Highway Patrol on Thursday, as was the man who ran it over.
The woman was Tammy Elder, 47, of Dallas. The man driving the truck that ran over her leg was Hovig Manoukian, 42, of Van Nuys, Calif. CHP Officer Adriaan Garcia said he did know what trucking companies either worked for.
On Wednesday, Elder had pulled into TA Travel Center near Arvin, parked her truck and exited it to go to the store. As she was walking, Manoukian began driving. The left front wheel of his truck knocked her down and ran over her right leg, severing it.
Elder was airlifted to Kern Medical Center about a half-hour after the accident, Garcia said. Kern Medical Center had no record of Elder being there on Thursday afternoon.
Manoukian has not been arrested or charged with any crime. CHP is still investigating the accident, Garcia said.
