Two arrested on suspicion of child endangerment

On Thursday, Bakersfield police were contacted by Child Protective Services regarding possible child abuse that was occurring in a home in the 1200 block of Monterey Street.
Officers contacted Jose Picazo and Sorida Carabantes and learned Picazo had placed duct tape over the mouths of two 14-month-old children to prevent them from crying. He also ducttaped their hands behind their backs to stop them from fighting.
Carabantes was aware of Picazo's actions and failed to protect the children. All children in the home were taken into protective custody and Picazo and Carabantes were arrested on suspicion of felony child endangerment.
